Constitution

 

Article I – Name

The name of this club shall be Aloha State Radio Control Club, Incorporated. (A.S.R.C.C. Herein).

 

Article II – Purpose

 

The purpose of A.S.R.C.C. is to promote the building and safe flying of radio-control model aircraft, for the purpose of education and recreation on a not for profit basis. To promote public acceptance and good-will towards the hobby and to unite those interested in the hobby towards a common goal that will serve us all well.

Article III – Membership

 

All persons shall be eligible for membership in A.S.R.C.C., provided they meet the qualifications prescribed and enumerated in the by-laws of the A.S.R.C.C.

Article IV – Governing Body

 

A.S.R.C.C. will be governed by the Executive Committee and the general membership as prescribed in the By-Laws.

Article V- Executive Committee

The Executive Committee shall be comprised of the elected officers. They shall be as follows: 1. President 2. Vice-President 3. Secretary 4. Treasurer 5. Newsletter Editor. 6. Webmaster

 

By-Laws of A.S.R.C.C.

 

Section I – Membership

A. Membership in A.S.R.C.C. is available to all individuals satisfying the following requirements.

1. Be a current member of the Academy of Model Aeronautics. (The A.M.A. herein).

2. Agree to adhere to all the rules and regulations of A.S.R.C.C., the A.M.A. and the Federal Communications Commission.

3. Complete an A.S.R.C.C. application and return it with the appropriate moneys to an officer of A.S.R.C.C.

 

B. Types of Membership

1. An Adult Member is any member who has reached the age of eighteen (18) years. They shall be entitled to all rights and privileges without limitations as long as they remain in good standing.

2. A Family Membership shall be comprised of at least one adult member and any of his or her immediate family who lives within the same house, provided they are also a current A.M.A. member and have listed their name and A.M.A. number on the A.S.R.C.C. application.

3. A Junior Membership may be granted to anyone who is under the age of 18 years at the time of submitting his or her application to an A.S.R.C.C. officer. A junior member shall have voting rights as long as they remain in good standing, but shall not be allowed to serve as an elected officer until they have reached at least eighteen (18) years of age.

4. An Associate Member is one who only wants to receive the Newsletter. An Associate member has no rights or privileges except that they shall be mailed a copy of each Newsletter.

 

C. Good Standing: In order for a member to be in good standing, they must have paid

A.S.R.C.C. and A.M.A. dues for the current year, and all fees or any other moneys they may owe to A.S.R.C.C. or the A.M.A.

 

D. To the best of their ability, every member is expected to support the A.S.R.C.C. activities and to participate in the administration of A.S.R.C.C. functions such as contests, static displays, field maintenance, or any other activity dedicated to the promotion of the A.S.R.C.C. or the hobby.

E. Termination of membership may be accomplished in the following ways.

Termination of anyone listed within a Family membership shall also terminate all those listed with him or her on that membership application.

1. Voluntarily, by resignation in writing to the A.S.R.C.C. secretary. Members resigning in good standing are entitled to a prorated refund of the prepaid portion of their dues when so requested in writing.

2. Involuntarily at the discretion of A.S.R.C.C. for flagrant or continued violation of A.S.R.C.C. or A.M.A. rules or regulations. A.S.R.C.C. shall be a prorated refund of the prepaid dues of terminated member.

3. Involuntarily by failure to pay dues.

F. Reinstatement of members terminated involuntarily.

1. If the member was terminated due to flagrant or continued violation of A.S.R.C.C. or A.M.A. rules or regulations: They may reapply for membership along with payment of one full year’s dues; and at the next regular meeting following their termination, a majority vote by the members present shall be required to reinstate the terminated member. The person in question shall not be present at the site of the meeting during the vote.

2. If the member was terminated for failure to pay their dues, they shall be reinstated when they pay one full year’s dues.

Section II – Dues and Fees

A. The types and dollar amounts of membership dues shall be as recommended by the Executive Committee and affirmed by a majority vote of membership present at any regular meeting. The Executive Committee shall set all other fees, as they deem appropriate for the circumstance.

 

B. Dues shall be due January 1st of each year, and are payable during the thirty-day period preceding thereto. Any new member being received into the club after July 31st, shall have his dues prorated for the remaining quarters in that fiscal year. For the purpose of this paragraph, new member means one who has not been a member of A.S.R.C. C. within the last three (3) fiscal years.

C. Any member more than thirty days delinquent in paying his or her dues shall be

removed from membership. (Anyone who has not paid their dues as of January 31st is delinquent and therefore not a member.) A member removed for non-payment of dues can make re-application for membership only with the payment in full of the current year’s full dues.

D. Fees for contests or any other event shall be payable based on the following criteria:

1. Adult Member rate shall be paid by any member in good standing who has had their eighteenth birthday by the time of the event.

2. Junior Member rate shall be paid by any member in good standing who

has not yet had their eighteenth birthday by the time of the event.

3. Non-Member rate shall be paid by all others.

E. The fiscal year of the A.S.R.C.C. shall begin on the first day of January and end at midnight on the thirty first day of December.

Section III – Meetings

A. The Annual General Meeting of the A.S.R.C.C. membership shall be held in the month of December to coincide with the regular monthly meeting. A.S.R.C.C.’s new officers shall be elected at this meeting and shall be automatically installed and begin their term at the adjournment of this annual meeting.

B. Regular Monthly Meetings of the membership shall be held at a time and place as determined by the Executive Committee. Regular meetings may be omitted as determined by the Executive Committee providing not more than three consecutive months pass without holding a regular meeting. All members must be notified in writing at least one-week prior as to when and where a regular meeting will be held.

C. The Executive Committee shall meet within seven days after the Annual General Meeting at a time and place as determined by the new President. The purpose of this meeting shall be to organize planned events of the New Year. The Executive Committee shall meet each month thereafter if and when deemed necessary by the Executive Committee.

D. Special Meetings of the membership shall be called by the Executive Committee at any time when ten (10) or more members in good standing request such a meeting.

E. Quorum: Ten (10) percent of the membership entitled to vote shall constitute a quorum at any meeting of the membership. A majority of the elected officers (3) shall constitute a quorum for the transaction of business at meetings of the Executive Committee.

F. Voting: Only those eligible members, who are in good standing as defined in Section I, Paragraph C shall have the right to vote.

G. All meetings shall be run according to "Robert’s Rules of Order".

H. Each member in good standing shall be granted a maximum of five (5) minutes to voice an opinion on any motion before the general membership that is open for discussion.

Section IV – Officers

A. The elected officers of A.S.R.C.C. and their duties shall be as follows:

The President shall be the Executive Officer of A.S.R.C.C. and shall have general supervision of its affairs. He shall preside at all meetings. He

shall be the spokesperson for A.S.R.C.C. and carry out all policies established by A.S.R.C.C. or the Executive Committee. He shall appoint special committees as required.

2. Vice-President

The Vice-President shall assist the President in all matters and perform and discharge the duties of the President in case of his absence or inability to act. He shall also perform such other duties as prescribed by the President or the Executive Committee.

3. Secretary

The Secretary shall keep accurate written minutes of all A.S.R.C.C. meetings and assure that there is a quorum for the transaction of business by taking a count of those in attendance. He shall keep an up to date record of all members. He shall cause to be carried out the official correspondence of A.S.R.C.C. He shall maintain a file of A.S.R.C.C. correspondence, insurance records, charters, contracts, and all legal documents. He shall perform the duties of the Treasurer in the event of his absence. He shall deliver to every member, (except the Associate Members), a membership card, and a copy of the A.S.R.C.C. Constitution and By-Laws.

4. Treasurer

The Treasurer shall have charge of all the funds of A.S.R.C.C. and keep them in a bank account as approved by the Executive Committee. He shall assure that at least one other officer has signed the signature card for the A.S.R.C.C. bank account. He shall keep an exact record of all moneys received and disbursed. He shall maintain the records in such a manner so that they may be open for inspection at any time. He shall make a report of the financial condition of A.S.R.C.C. at all meetings. He shall present to the membership an annual financial report at the annual meeting. The Treasurer shall perform the duties of the Secretary in the event of his absence.

5. Newsletter Editor

The Newsletter Editor shall be responsible for producing, editing, publishing and distributing the A.S.R.C.C. Newsletter. He shall publish all material that is relevant to the hobby or A.S.R.C.C. when properly submitted by any A.S.R.C.C. member in good standing, providing that it is not offensive. The Editor shall have the right to edit as necessary.

6. Webmaster

The Webmaster shall be responsible for producing, publishing, and maintaining the official A.S.R.C.C. website.  He/she shall publish all material that is relevant to the hobby or A.S.R.C.C. when properly submitted by any A.S.R.C.C. member in good standing, provided that such material is not copyrighted or offensive.  The Webmaster shall have the right to edit articles, and reduce image file sizes for the sake of conserving bandwidth, as long as such editing does not alter the message being conveyed by the original author.  He/she shall update the website at a minimum of at least once per month to reflect the current events and activities taking place within the A.S.R.C.C.  He/she shall archive, in an organized manner on digital compact disks (CDs), any previously published A.S.R.C.C. website material that he/she removes from the website, and such archives shall remain the property of the A.S.R.C.C.

 

 

B. The Executive Committee shall be comprised of the elected officers. They shall

be empowered to make those decisions necessary to efficiently manage A.S.R.C.C. The Executive Committee shall have the authority to make expenditures of up to $200.00 (up to $1000.00 for field maintenance or repairs)

upon the approval of at least three (3) of the officers. Any other expenditure in excess of $200.00 will require approval by a majority of those present at a meeting of the general membership.

C. The elected officers shall remain in office for approximately one year unless other

wise removed, whether voluntarily or involuntarily. Their term shall begin at the adjournment of the Annual General Meeting at which they were elected, and shall end at the adjournment of the next Annual General Meeting. This paragraph shall not be construed to mean that officers cannot be re-elected to office.

D. The officers should be present at all A.S.R.C.C. functions whenever possible.

They should be actively participating in the hobby so as to be aware of the needs of the A.S.R.C.C. on an on-going basis. They should reinforce the safety standards at the flying field by their example.

E. In order to be eligible to run for an elected office, members must be at least

Eighteen (18) years of age, be a member of A.S.R.C.C. for at least six (6) months,

and in good standing with A.S.R.C.C.

Section V – Safety

A. Every A.S.R.C.C. member shall adhere to all A.M.A. Safety Rules.

B. All members shall adhere to all safety rules that the A.S.R.C.C. may adopt from time to time. These field safety rules shall be posted at the A.S.R.C.C.’s flying site, and also a copy shall be given to each member upon joining A.S.R.C.C.

C. A.S.R.C.C. members shall tactfully inform visitors and violators of the posted safety rules.

Section VI – Amendments

The Constitution and By-Laws of the Aloha State Radio Control Club may be amended by a "yes" vote by at least two-thirds of the members present at any regular meeting, provided that written notice of such changes has been sent to each member at least one month prior to the vote. Such written notice will be sent to the address shown on the member’s current A.S.R.C.C. application unless otherwise requested.
